Lord Torwyn Mercer, also known as Torwyn Stormhand, is an unseen character in Game of Thrones. He is long dead by the time the series begins and is therefore not expected to appear.

Torwyn was a historical Lord of Dunharrow who served as Master of Laws on the Small Council for both Daeron I and Baelor I Targaryen, and despite his arrogant and somewhat aloof personality, was a popular figure at court. He was known for his high intelligence and keen strategic mind, and he was a political mentor to Daeron I, so much so that many people claim that Torwyn was the true mastermind of the Conquest of Dorne and Daeron was just following his orders. Though he played a large role in the conquest, his alleged role as mastermind has never been confirmed and is merely speculation.

Despite the fact that he was married, Torwyn sired numerous bastards, which his wife, Lady Marinah Blackgard, was seemingly okay with. According to various sources, Lord Torwyn and Lady Marinah were known to be extremely deviant sexually and often participated in orgies. They were both also believed to be bisexual, although it has never been officially confirmed.

When Viserys II Targaryen ascended to the Iron Throne, he named Torwyn as his Hand of the King. Torwyn served in this capacity for the entirety of Viserys' two-year reign, and also briefly served as Hand when Aegon IV Targaryen became king. Not long after, however, Torwyn allegedly committed suicide when he jumped from the Tower of the Hand. It is debatable as to whether or not this actually happened, as at the time, Torwyn was investigating the death of Viserys II in order to find out whether or not he died naturally or not, so it is widely believed that he was pushed from the tower on Aegon's orders instead of jumping in order to cover up the truth. Lady Marinah herself believed that this was the truth.
